Jim Noone is a Senior Vice President of Mercury/Clark & Weinstock in Washington DC. He has more than 30 years of broad-based experience in Washington, including journalism, public affairs, law and lobbying. He also has substantial experience in defense issues, particularly the closure and redevelopment of military installations.
He became a part of Clark & Weinstock in 2008 through a merger with The Washington Group, the former lobbying unit of top-10 public relations firm Ketchum, where he headed The Washington Group's defense, homeland security, and federal business development practice.
Jim began his career as a reporter and editor for the Scranton Tribune in the 1960s. Subsequently, he was a copy editor at The Washington Post and staff correspondent for the Washington news magazine National Journal.
In 1974, he joined the U.S. Information Agency, where he served in a number of assignments, including correspondent in the Washington press bureau and press officer at the U.S. Consulate General, Rio de Janeiro, Brazil.
In 1981, he joined the ITT Corporation as manager of government relations in the company's Washington office. He was principal in the law and government relations firm of Karalekas & Noone (K&N) from 1988 until October 2004, representing businesses and state and local governments on defense and other issues. He also practiced government procurement law. In October 2004, K&N merged with The Washington Group.
At Clark & Weinstock, he has represented businesses and public sector clients on national security and other issues. He has also assisted large and small companies with federal government business development.
Jim is a graduate of the University of Scranton, the American University School of International Service (Master of Arts), and the American University Law School. He is a member of the bar of the District of Columbia.
He served on active duty in the U.S. Navy, including a tour of duty in Vietnam with Naval Mobile Construction Battalion 58 (Seabees). He subsequently served in the Navy Reserve as a public affairs officer, retiring as a Captain in 2001. His military awards include the Legion of Merit, Defense Meritorious Service Medal, Navy Commendation Medal, and the Vietnam Service Medal.
He is a member of the American Bar Association, Bar Association of the District of Columbia, National Press Club, Military Officers Association of America and the Reserve Officers Association. He serves on the boards of directors of the Naval Historical Foundation and the International Midway Memorial Foundation. He is past president and board member of the U.S. Navy Public Affairs Alumni Association.
